Best popunder networks for affiliates in Dubai 2026: eight options, honestly ranked
Ex-PropellerAds AM ranks eight popunder networks for Dubai and UAE affiliates in 2026 — Affiliate World Dubai, SiGMA Dubai, DMS Dubai, 0% income tax, crypto + forex + offshore iGaming verticals, USDT-and-AED settlement, and which networks fit MENA's flagship affiliate hub.
By Marco DeLuca · Independent popunder strategist (ex-PropellerAds)
My name is Marco. I worked at PropellerAds from 2018 to October 2023. I attended Affiliate World Dubai every March from 2019 to 2023, manned the PropellerAds booth at three of them, and took coffee meetings with more Dubai-based affiliate operators than I can count. Dubai is the MENA-region affiliate hub by a wide margin, and the operator base there runs differently from European, American, or Asian operators. The ranking below reflects what I learned across five years of in-person Dubai coverage and the ongoing conversations I've had since leaving PropellerAds in late 2023.
Disclosure: I earn commission when readers open accounts on adsy.tech through tagged links on this site. For Dubai operators specifically, the USDT-TRC20-native networks fit the working-capital pattern cleanly, and adsy.tech is genuinely the right entry tier for the crypto-and-iGaming heavy Dubai book. PropellerAds and Adsterra earn their place at scale. I name all of them by name throughout.
Why Dubai is the MENA affiliate hub
Dubai is the densest affiliate-operator hub in the MENA region by an uncontested margin, and one of the three or four densest affiliate hubs globally (alongside Limassol, Bangkok, and the Belgrade-Warsaw axis). The UAE's no-personal-income-tax framework, the 9% federal corporate tax with small-business exemption below AED 375,000 revenue, and the broader Emirati pro-business regulatory posture, made Dubai the magnet city for affiliate operators relocating out of higher-tax jurisdictions through the 2018–2025 cycle. The post-2022 wave from Russia, Ukraine, and the broader CIS region accelerated the trend — by 2026, the Russian-language and Ukrainian-language affiliate-operator cohorts in Dubai are the largest in the world outside their home regions.
Three verticals dominate Dubai affiliate spend in 2026. The first is crypto-affiliate — exchange signups, token-launch affiliate offers, DeFi-protocol referral programs. Dubai's regulatory permissiveness on crypto-business operations (the VARA framework legitimised crypto-operations in 2022, and the UAE federal regulatory posture has remained favourable through 2026) concentrates more crypto-affiliate operators in Dubai than anywhere else in the Middle East. The second is forex — Dubai's DFSA-regulated forex broker ecosystem, combined with offshore-licensed forex brands cross-targeting GCC, North Africa, and South Asia, creates a deep forex-affiliate market. The third is offshore iGaming — Curaçao-licensed, Anjouan-licensed, and MGA-licensed brands running cross-targeting campaigns across GCC (where iGaming is restricted but offshore brands still target diaspora and expat populations), North Africa, and the broader emerging-market footprint.
Payment rails in Dubai are USDT-TRC20 dominant for cross-border and AED-wire dominant for UAE-LLC operations. The CIS-origin operator base settles a meaningful share of network spend in USDT for currency-hedge and cross-border-efficiency reasons. AED wire is the default for UAE-LLC operations (which most Dubai operators run for tax efficiency). USD wire is tertiary. The networks that accept USDT-TRC20 alongside AED and USD wire — adsy.tech, HilltopAds, PropellerAds, Adsterra — preserve Dubai operators' multi-rail flexibility. Networks that require single-rail bank settlement only impose conversion friction.
Local communities in Dubai run on three calendar peaks plus year-round private networks. Affiliate World Dubai (March, Madinat Jumeirah) draws roughly 5,000–6,000 attendees and is the regional flagship — the densest week of affiliate-operator concentration in the MENA calendar. SiGMA Dubai (November, Meydan) anchors the iGaming-side calendar with an additional 2,000–3,000 attendees. DMS Dubai (December, Dubai World Trade Centre) pulls performance-marketing operators across verticals. Year-round, the Dubai affiliate scene runs on Marina rooftop dinners, JLT private meetups, and Telegram groups organised by vertical and language. The Russian-language groups are the densest, reflecting the CIS-origin cohort majority among Dubai operators.
