Payment rails in Dubai are USDT-TRC20 dominant for cross-border and AED-wire dominant for UAE-LLC operations. The CIS-origin operator base settles a meaningful share of network spend in USDT for currency-hedge and cross-border-efficiency reasons. AED wire is the default for UAE-LLC operations (which most Dubai operators run for tax efficiency). USD wire is tertiary. Dubai is the operator-buyer capital; Limassol is the network-headquarters capital. Most of the major popunder networks (Adsterra, PropellerAds, RichAds, Monetag, adsy.tech) are HQ'd in or have major presence in Cyprus, not the UAE. Dubai concentrates the buying side; Limassol concentrates the supply side. The natural flow: Dubai operators travel to Limassol for AM meetings; Limassol AMs travel to Dubai for Affiliate World every March. Both cities are essential and complementary, not competitive.
